<P>PROBLEM TO BE SOLVED: To provide a precoated metal plate, which is excellent in a conductive property and damage prevention property to an object to be contacted, and in which a variation in both properties is small, and further a resistance property to friction sounds and a resistance property to bendability are also excellent, and a method of manufacturing the same. <P>SOLUTION: The precoated metal plate includes a metal plate having a predetermined arithmetic mean roughness, a chemical film formed on both sides and a resin film containing urethane beads formed on one of the surfaces. A dry film thickness of the resin film is 0.2-1.2 g/m<SP POS="POST">2</SP>. In the cut surface along the direction perpendicular to a rolling direction of the metal plate, when a particle diameter of the urethane beads existing in the resin film on a concave portion of the metal plate is Pd, and the maximum length along a horizontal direction inside the concave portion of the resin film existing around the urethane beads is L, an average value of L/2Pd is 1.0 or more. When 975 μm×1,263 μm of the resin film surface is divided into 64 equilateral grids, the average number of grids in which one or more urethane beads exist is 30 or more.
