<P>PROBLEM TO BE SOLVED: To assist formation of social agreement. <P>SOLUTION: An agreement formation assisting device 1 assists formation of social agreement by assisting two layers of communication which are a communication among a facilitator and a plurality of opinion leaders and a communication by general public participants. The agreement formation assisting device 1 displays on a terminal 8 of a general public participant a discussion taking place in a discussion venue, allows the general public participant to input his/her opinion in the terminal 8 of the general public participant, and acquires such opinions. In addition, the agreement formation assisting device 1 displays the opinions input by general public participants in a display monitor installed in the discussion venue and/or terminals that are viewed by the opinion leaders participating in the discussion.
