The device (10) has a heat transfer body (12) including a groove (22) having a width, a depth, and a length, where a heating element (20) is arranged in the groove. The groove is formed in a reforming process by pressurizing the heat transfer body with force, where a direction of the force coincides with the depth of the groove. The heating element includes a heating wire and a plastic casing resting against the heating wire. The heating element is fixed in the groove by bending the heat transfer body around a bending axis (L) parallel to a longitudinal centre axis of the groove. An independent claim is also included for a method for manufacturing a surface heating device.
