<P>PROBLEM TO BE SOLVED: To provide a wet type image forming device capable of forming a good image by setting a suitable development bias. <P>SOLUTION: A charge amount is set (Step S2). Then, a development bias is applied to cause an electric potential difference (Step S4). And, as a result, the surface potential of a photoreceptor is measured (Step S6). Subsequently, a change curve of the surface potential is obtained (Step S8). Specifically, the development bias potential is changed to obtain the change curve of the surface potential according to the measurement results obtained. Thereafter, an approximate expression is calculated (Step S10). And, reflection points are extracted (Step S12). A potential of each part is set based on the extracted reflection points (Step 14).
