<P>PROBLEM TO BE SOLVED: To provide a device for accelerating stabilization in a waste disposal site capable of reducing a period required for stabilization, and efficiently providing necessary power for itself, and to provide a stabilization method. <P>SOLUTION: In the device for accelerating stabilization in the waste disposal site provided with a ventilation pipe 5 in a waste piled layer 4, a compressed air manufacturing device 11 is connected to the ventilation pipe 5, and the drive source of the compressed air manufacturing device 11 is solar cells 12. The compressed air manufacturing device 11 is driven by power generated by the solar cells 12, air sent to the ventilation pipe 5 from the compressed air manufacturing device 11 is sent to the waste piled layer 4, aerobic degradation is accelerated in the waste piled layer 4, and early stabilization is enabled.
