PURPOSE: A switching control apparatus with a manual control function is provided to easily control elastic force by controlling tension and/or the number of springs, thereby easily performing a switching control process according to the capacity of a breaker or switching device. CONSTITUTION: An automatic control part(100) conducts or blocks a current of a breaker by moving a movable element(110). The automatic control part comprises a permanent magnetic type actuator. The automatic control part comprises a permanent magnet(120), a trip coil(130), an insert coil(140), and a frame(150). The permanent magnet maintains an operation state of the movable element using magnetic force. The movable element is trip-operated by being excited by a trip signal.
