PURPOSE: An input voltage detection charging device and a method thereof are provided to search the unstable of external power in advance by detecting an input power in real time and changing a process according to the state of a power. CONSTITUTION: An input voltage sampling(100) samples the input power source according to a fixed time. The sampling input voltage value storage(200) stores the sampled input voltage value. A charging power source controller converts the sampled input voltage to charged power A charge unit(400) receives charged power from the charge power controller and charges the charge battery. A controller changes a charged current supplied to the charge unit. An interface unit(600) monitors the operation state of a charging apparatus.
