<P>PROBLEM TO BE SOLVED: To provide a topographic relief image generation method and a topographic relief image generation device for generating a topographic relief image in which relatively large topographic reliefs, relatively small projections and recesses, such as a ridge or a valley, and slopes of topography are easy to read on the basis of three-dimensional topographic data including altitudes of the topography. <P>SOLUTION: Altitude tint data C1 (S70, S80) generated by coloring in accordance with an altitude value Z at an object point and ridge valley tint data C2 (S90, S100) generated by coloring in accordance with a ridge valley value α at the object point are composed to obtain first composed data G1 (S110). A slope θ at the object point is calculated to obtain a shadow Gθ in accordance with the slope θ (S120 to 140). The shadow Gθ is multiplied by the first composed data G1 to generate second composed data G2.
