<P>PROBLEM TO BE SOLVED: To provide an image removing device for recovering a thermoplastic image forming substance scraped off by a cleaning blade, and an image forming/removing system having the image removing device. <P>SOLUTION: An image removing device comprises: peeling means which thermally transfers a thermoplastic image forming substance from a reusable recording material to a peeling roller; first cleaning means which heats a cleaning roller 105 and is slid with the peeling roller, thereby transferring the image forming substance to the cleaning roller 105, the substance thermally transferred to the peeling roller; second cleaning means 106 which scrapes off the image forming substance transferred to the cleaning roller 105; recovery means which causes a recovery belt 141 to contact with the cleaning roller 105 and cleaning blade 106, and recovers the image forming substance scraped off by the cleaning blade 106.
