<P>PROBLEM TO BE SOLVED: To perform appropriate motion vector detection with a small cache capacity. <P>SOLUTION: A reduction motion vector detection section 11b detects reduction motion vectors within a first search range and a second search range smaller than the first search range, and a degree of image similarity based on the reduction motion vectors, in each of a plurality of reduction reference frames. A reference frame determination section 11c determines reference frames and the number of reference frames based on a value obtained by integrating the degree of similarity for an overall reduction encoding target frame. A data holding section 11d holds image data for reference frames within a range which is set based on the size of either the first or second search range in accordance with the determined number of reference frames.
