PURPOSE: A method of manufacturing high-strength hot-rolled steel plate with excellent welding performance is provided to enhance formability and weldability by controlling a phase volume fraction in a hot rolled steel plate by controlling a cooling condition. CONSTITUTION: A method of manufacturing high-strength hot-rolled steel plate with excellent welding performance comprises next steps. A slab is re-heated. The re-heated board is hot rolled. The hot-rolled board is cooled. The cooled board is wound. The slab comprises C of 0.03~0.15 weight%, Si of 0.001~0.5 weight%, Mn of 1.0~2.0 weight%, Al of 0.001~0.1 weight%, Nb of 0.01~0.1 weight%, P of 0.05 or less weight%, S of 0.01 or less weight%, N of 0.01 or less weight%, Fe and other inevitable impurities. The slab further comprises one or more of Mo of 0.1~0.5 weight%, Ti of 0.01~0.05 weight%, and B of 0.003 weight%.
