PURPOSE: A VM loading system, server used for the same, and method thereof are provided to selectively supply a VM according to the location of a user by supplying a security policy according to a location. CONSTITUTION: A VM(Virtual Machine) is connected to a user terminal. A hypervisor(120) selectively activates the VM. A VM controller(190) determines the VM which is mapped to the location of the user terminal and requests the activation of the VM to the hypervisor. A database stores user identification information and changed location information. The VM controller determines user identification information and the location of the user terminal.
