PURPOSE: A diffusing plate for lighting and a manufacturing method thereof are provided to control the size and shape of a diffusion pattern, thereby improving a diffusion degree of light. CONSTITUTION: A bead(110) diffuses light. The bead is dispersed in a transparent plate(100). A diffusion pattern(120) is arranged in the transparent plate. The diffusion pattern is comprised of the same material as the transparent plate. The bead is comprised of a material which has a different refractive index compared to the transparent plate.
