PROBLEM TO BE SOLVED: To provide a waveguide element and a wavelength conversion element capable of suppressing variations of effective refractive index due to a size error that a channel optical waveguide has during a manufacturing process. SOLUTION: The waveguide element includes a substrate 12, the channel optical waveguide 15 provided on the substrate, and a high-refractive-index film 18 which is provided on a surface of a core layer 16 of the channel optical waveguide as a surface not in contact with a clad layer 14 to the overall length of the core layer and has a higher refractive index than the core layer.
