<P>PROBLEM TO BE SOLVED: To solve a problem that an abnormality such as disconnection of an electric route between an inverter IV and a motor generator 10 cannot be diagnosed. <P>SOLUTION: A norm setting section 32 sets a norm Vn of an output voltage vector of an inverter IV based on a request torque Tr and an electric angular velocity ω. A phase setting section 30 sets a phase δ of the output voltage vector of the inverter IV based on the sum of outputs of a proportional element and an integral element where a difference between the request torque Tr and an estimated torque Te is used as an input. An operation signal generating section 34 generates an operation signal of the inverter IV based on the norm Vn and the phase δ, etc. and outputs the operation signal.
