<P>PROBLEM TO BE SOLVED: To provide a moving image encoding device capable of reducing an amount of data reading from/writing in a memory so as to use a local decode image. <P>SOLUTION: An moving image encoding device includes: a prediction unit for generating a prediction image from a reference image and a block of interest of an image to be encoded; a prediction error arithmetic unit for obtaining an error image from the prediction image and the block of interest; an image reconstruction unit for generating a local decode image based on the error image and the prediction image; and a difference compression unit for obtaining and compressing a difference between the local decode image and the block of interest.
