A heating appliance (100) is provided with: a heating element (10) formed by disposing a heat-generating composition layer containing oxidizable metal particles on one surface of a substrate sheet comprising a fiber sheet containing high-absorbency polymer particles and hydrophilic fibers; and a packaging material that surrounds the entire heating element (10). The packaging material is formed by joining a first covering sheet (4) and a second covering sheet (5) at the outer edges of the sheets, and serves as an accommodating space for the heating element (10). The heating element (10) is housed in the accommodating space in an unfixed state in relation to the packaging material. The first covering sheet (4) is positioned at the side of the heat-generating composition layer, and a portion of the first covering sheet (4) is permeable to air. When used, the heating appliance (100) has the ability to generate water vapor from the side where the first covering sheet (4) is positioned.
