<P>PROBLEM TO BE SOLVED: To provide a water heater which attains water saving operation while maintaining usability by changing a flow rate so as to attain the predetermined water saving rate with respect to a use flow rate set by a user. <P>SOLUTION: The water heater includes: a hot water supply conduit 40 for supplying hot water to a hot water supply terminal 42; a flow rate detecting means 43 for detecting a flow rate of hot water flowing through the hot water supply conduit 40; a flow rate adjusting means 44 for adjusting the flow rate of the hot water flowing through the hot water supply conduit 40; and a control means 94. The flow rate of the hot water flowing through the hot water supply conduit 40 is periodically fluctuated by changing a flow passage area of the flow rate adjusting means 44 such that the flow rate of the hot water flowing through the hot water supply conduit 40 attains the water saving flow rate calculated from the predetermined water saving rate with respect to an initial flow rate detected by the flow rate detecting means 43.
