PROBLEM TO BE SOLVED: To provide an image processing program and apparatus which can improve the generation speed of a reduction picture and an expansion picture. SOLUTION: The reference points on an input image are set such that the spacing between may become equal in the X-axis direction and in the Y-axis direction. For this reason, the distance to a reference point located at a-th position in the direction of the X-axis on the basis of X-coordinates 0 and the distance to a reference point located at a-th position in the direction of the Y-axis on the basis of Y-coordinates 0 can be made equal. Therefore, a first element corresponding to the a-th reference point in the direction of the X-axis and a second element corresponding to the a-th reference point in the direction of the Y-axis can be made equal.
