PROBLEM TO BE SOLVED: To accurately detect an engine speed and an engine rotation stop position of an extremely low rotation area. SOLUTION: A variable valve timing device 18 is constituted so that a driving motor 26 synchronously rotates with an intake side camshaft 16 at non-driven time, and is provided with a motor rotating position sensor 44 for outputting a motor rotating position signal corresponding to a rotational position of the driving motor 26. The engine speed is detected based on an output signal of a crank angle sensor 20 when the engine speed is a predetermined value or more. When the engine speed is less than the predetermined value, power supply of the driving motor 26 is stopped, and the engine speed and the engine rotating direction are detected based on an output signal of the motor rotating position sensor 44 in a state of synchronously rotating the driving motor 26 with the intake side camshaft 16.
