The device (1) has a cylindrical rotary grinder (3) provided with cutting tools (8) and rotatably driven by a motor (5) i.e. electric motor. The cutting tools comprise milling cutters such as high-speed steel cutters, styria cutters, widia-cutters and widia-finished cutters. The cutting tools are arranged in series at an outer perimeter of the cylindrical rotary grinder. Speed of the motor is adjusted, and power range of the motor lies between 1600 watts and 200 watts. The cylindrical rotary grinder is partially arranged in a housing (2) which comprises an opening (9).
