PROBLEM TO BE SOLVED: To provide a transmitter that improves a power variable range of transmission output.

SOLUTION: The transmitter comprises: a phase signal conversion part which converts a phase signal included in a baseband signal to a high frequency to generate a phase modulation signal; a quantization part which quantizes an amplitude value of an amplitude signal included in the baseband signal in a prescribed quantization step and outputs a quantization value; a division part which divides the amplitude value of the amplitude signal by the quantization value for which the amplitude value as quantized; a pulse generation part which generates a pulse signal of a pulse width corresponding to the output from the quantization part; a multiplication part which multiplies the phase modulation signal by the pulse signal; and a power amplification part which amplifies the output of the multiplication part by the power voltage corresponding to the output from the division part.
