Anhydrous composition for the permanent shaping of keratinous fibers, especially human hair, which has a pH of 8.0 to 8.5 and contains not more than 0.1 mmol of ammonia per 100 gram of the composition, comprising (a) 0.5 to 20% by weight of cysteine, (b) 0.5 to 10% by weight of at least one (C2 to C6)-alkanolamine as an alkalizing agent, have excellent waving action, are mild on the skin and have a low odor level.
