<P>PROBLEM TO BE SOLVED: To provide an optical control element that enables stable operation at a low driving voltage, in particular an optical control element using two resonance type electrodes that enables stable operation even if a cross talk (coupling) between both the electrodes is produced. <P>SOLUTION: In an optical control element having a substrate 1 having an electro-optic effect, plural optical waveguides 2 formed on the substrate, and a control electrode 3 formed on the substrate for controlling the phase of light which propagates through the optical waveguide, the control electrode comprises at least resonance type electrodes 31 and 32 having the same resonance frequency; and power supply electrodes 41 and 42 that supply a control signal to each resonance type electrode. A shape and a formation position of each resonance type electrode, and a power supply position of the power supply electrode to each resonance type electrode are provided such that odd mode coupling with each other is enabled.
