<P>PROBLEM TO BE SOLVED: To provide an inorganic EL element and a method for manufacturing the inorganic EL element, which reduce the number of manufacturing processes and enhance the reliability of a dielectric layer. <P>SOLUTION: An inorganic EL element 10 includes a substrate 20 on which a transparent electrode 22 is provided, a luminous layer 24, and a back plate electrode 26. The substrate 20 is formed of transparent resin or transparent glass, and the transparent electrode 22 is provided on a first surface. The luminous layer 24 is provided on top of a second surface of the substrate 20. The luminous layer 24 is positioned so that a first surface thereof is in contact with the second surface of the substrate 20.
