The level determination unit calculates an estimated reception level of radio channel at a reception level head-to-head point (P) where a reception level of a radio channel transmitted by a base station (200) is substantially equal to a reception level of a radio channel transmitted by a base station (202), and determines an inside/outside-cell reception level on the basis of the calculated estimated reception level (a).
