PURPOSE: An interference control apparatus in a wireless communication system including hierarchical cell structure is provided to improve the wireless resource usage rate of a pico base station by minimizing interference between a pico cell and a macro cell. CONSTITUTION: A report information measurement unit(1106) compares the standard reception signal strength value of a measurement report structure for a handover trigger with a measurement report for a blanking trigger. The report information measurement unit creates a measurement report message including a measurement identifier corresponding to measurement report constitution. A transmission unit(1102) transmits the measurement report message to a macro base station.
