The device has semi-circular rubber segments (1, 1') in form of half-moon, where each segment comprises a bottom part formed of planes making different angles. Ends of the segments are connected by ratchet devices (2) pulling steel cables or ribbons (3) for connecting the ends. The cables or ribbons are inserted into the segments for joining the ratchet devices in the segment. The segments comprise a set of oval through-holes (10), and each ratchet device includes a hollow main axis (5) with a longitudinal slot to receive an end of cable or ribbon. Counterweights are integrated into rubber.
