PURPOSE: A resource allocation method in a communication system and apparatus thereof are provided to control service quality by controlling the data rate of virtual queue. CONSTITUTION: A transmission and reception unit(610) receives a resource allocation request from a terminal. The transmission and reception unit transmits uplink resource allocation information about the terminal by receiving the resource allocation request. A scheduler(622) applies a scheduling establishment to the terminal. The scheduler schedules the resources. The uplink resource allocation information indicates the allocated resource according to the scheduling establishment about the terminal.
