PURPOSE: An apparatus and method thereof are provided to reduce resource consumption according to paging by transmitting a PTT(Push To Talk) message. CONSTITUTION: A control unit(430) receives a PTT group call message. The control unit confirms a waiting mode in one or more terminals. The control unit transmits a PTT message. A transmission unit(450) transmits a paging message including a group identifier, a data reception method, and PTT reception information. The transmission unit transmits the PTT message according to the control of the control unit.
