<P>PROBLEM TO BE SOLVED: To provide an outboard motor control apparatus including a transmission to prevent lowering of thrust of a vessel during reversing. <P>SOLUTION: This control apparatus includes the transmission interposed in a power transmission shaft for transmitting power from an internal combustion engine to a propeller, including a shift stage constituted of at least a first speed and a second speed, and changing an output of the internal combustion engine to speed by the selected shift stage to transmit the speed to the propeller. In the control apparatus, it is determined whether or not the transmission is in a reverse position (S14).
