<P>PROBLEM TO BE SOLVED: To provide a hook-and-loop fastener that exhibits a strong engaging power under a chilled condition such as a condition wherein water drops attached thereto freeze, that is suitable for garments, shoes, gloves, etc. that are worn as outer garment or warming clothing as represented by a ski wear in a cold area. <P>SOLUTION: A woven hook-and-loop fastener has a lot of engagement elements on the surface of a ground fabric.
