PROBLEM TO BE SOLVED: To provide means which is capable of maintaining communication quality by reducing the number of packets to detect a fault in a network.

SOLUTION: A communication device pre-selects a particular router which is a transmission destination of a "monitoring icmp packet" for each of lower routers 130A-130D accommodated in an active-system star-type network 100. The lower routers 130A-130D respectively send the "monitoring icmp packet" to a pre-selected particular router. The lower routers 130A-130D stop a network interface judging a fault has occurred, if a response to the "monitoring icmp packet" has not been received.
