PROBLEM TO BE SOLVED: To provide an on-vehicle navigation device capable of performing photography of a road surface without causing an increase in an unnecessary processing load.

SOLUTION: An on-vehicle navigation device 100 comprises: a camera 105 that performs photography of a road surface around an own vehicle 200 to output image signals; a current position detection device 104 that detects a current position of the own vehicle 200; an intersection detection part 101d that detects the own vehicle 200 approaching an intersection on the basis of the current position and stored road map data 103a; a stop determination part 101g that determines whether the own vehicle 200 should stop at the intersection in response to the detection by the intersection detection part 101d; and a state switching part 101e that instructs the camera 105 to start operation according to the situation where the stop determination part 101g determines the own vehicle 200 should stop.
