摘要 <P>PROBLEM TO BE SOLVED: To accurately estimate an angular velocity of a moving object. <P>SOLUTION: A peripheral object observation device 811 (a radar) repeatedly observes positions relative to the s moving object, of objects existing in the periphery of the moving object. A relative position acquisition part 211 acquires an observation result of observation by the peripheral object observation device 811. A stationary object determination part 220 (a stationary object discrimination part) determines whether objects of which the relative positions have been observed by the peripheral object observation device 811 are stationary or not. An object correlation part 230 (a tracking part for stationary objects) determines a plurality of relative positions observed by the peripheral object observation device 811 with respect to one object, out of a plurality of relative positions observed by the peripheral object observation device 811.
