<P>PROBLEM TO BE SOLVED: To provide a heating control system, a heating control method, and a program for preparing an operation plan as to further reduce excess/shortage. <P>SOLUTION: A heating control system controls a storage type water heater 100 which supplies hot water heated by a heat pump unit to a water heating terminal. A controller 4 of the storage type water heater 100 includes a forecast acquiring section 56 and a plan creating section 57. The forecast acquiring section 56 acquires weather forecast information.
