PURPOSE: A noise reducing device is provided to reduce the delivery of noise to a residential area from a noise spot by compensating an off-set signal based on the collected noise. CONSTITUTION: A soundproof wall(100) is arranged contiguous to a movement path of a noise source(10). The soundproof wall comprises the sound radiating surface, opposite to the movement path of the noise source, and the rear side, facing the sound radiating surface. The soundproof wall comprises the sound radiating surface and rear side. The sound radiating surface is opposite to the movement path of the noise source. The rear side faces in a sound proofing surface. A signal discharge device(200) locates on top of the backside. The reducing noise device generates an off-set signal.
