PURPOSE: A weighting function determination device for the ISF(Immitance Spectral Frequency) coefficient or the LPC(Linear Prediction Coding) coefficient quantization which changes into the LSF(Line Spectral Frequency) coefficient and quantized the LPC(Linear Prediction Coding) coefficient is provided to improve the quantization efficiency of the LPC coefficient. CONSTITUTION: A coefficient converter(201) converts an LPC coefficient into an LSF coefficient or an ISF coefficient. A weight function determination unit(202) determines the weight function which is related with the LSF coefficient or the ISF coefficient. A quantization unit(203) quantizes the transformed ISF coefficient or the LSF coefficient. The quantization unit changes the quantized ISF coefficient or LSF coefficient into the quantized LPC coefficient.
