PROBLEM TO BE SOLVED: To realize enhancement of services which an IC card provides.

SOLUTION: An IC card seal 13 is stuck to an IC card 12. The IC card 12 holds a key used when reading out data stored in the IC seal 13 or a key used when reading out a key which is used when reading out data stored in the IC card 12 itself. The IC seal 13 holds a key used to read out data stored in the IC card 12 to hold the data. A reader/writer 11 communicates with the IC card 12 and the IC seal 13 respectively to obtain keys, and performs reading and writing of necessary data with the IC card 12 or the IC seal 13. The invention can be applied to an IC card and a reader/writer performing non-contact communications.
