The present invention relates to a 3D active intelligent type, high-performance wind turbine generator that can be driven in horizontal/vertical axis directions. This novel wind turbine generator comprises: blades for driving a generator shaft, of which cross sections are arranged symmetrically to increase the efficiency of the wind turbine generator; and a cylindrical type cam and cam follower for controlling the angle of each blade in every direction to an optimum condition, so as to guide a working fluid having a kinetic energy to be introduced at right angles to the direction of the cross section of each blade, thereby maximizing the driving force of the blades. As such, the wind turbine generator of the invention can operate satisfactorily even at a low initial start-up wind speed and can be driven in any horizontal/vertical axis directions.
