The embodiments of the present invention disclose a method and an apparatus for selecting a Public Land Mobile-communication Network (PLMN) access network. The method includes that a home service equipment counts the number of User Equipments (UEs) accessing a first PLMN; the home service equipment sends a notification message according to the number of UEs accessing the first PLMN and preset rules, so as to notify the state of the first PLMN and available PLMNs to the UE. With the embodiments of the present invention, when the number of UEs accessing the first PLMN is greater than a threshold, or when the number of UEs accessing the first PLMN is greater than a threshold and the network state information of the PLMN is abnormal, the home service equipment or a machine type communication (MTC) service may notify the UE to be forbidden to access the PLMN currently, therefore the UE can select to access other PLMNs; thus the users can be effectively controlled to access a network through an available PLMN when the PLMN is going wrong, or in order to meet the requirements of the current PLMN network.
