<P>PROBLEM TO BE SOLVED: To implement a busy test service on IP network. <P>SOLUTION: When an originating subscriber server 14 which is connected to an originating IP conversion apparatus 12 receives a phone number to be tested, which is a phone number of a terminating terminal 71, from the originating IP conversion apparatus 12, the originating subscriber server 14 creates a request signal of an automated busy test for obtaining a status of a subscriber associated to the phone number to be tested, and transmits the request signal to a terminating subscriber server 24 which is connected to a terminating IP conversion apparatus 22. When the terminating subscriber server 24 receives the request signal of the automated busy test, the terminating subscriber server 24 creates a response signal of the automated busy test including the status of the requested subscriber, and transmits the response signal to the originating subscriber server 14.
