<P>PROBLEM TO BE SOLVED: To provide an effective countermeasure for neighboring cell interference in a cellular mobile communication system. <P>SOLUTION: A base station of a cellular mobile communication system employing a frequency division multiplex access scheme comprises a receiving unit for receiving a radio resource management parameter from a neighboring base station, and an allocating unit for allocating frequency bands to user equipment located within the cell. The allocating unit is adapted to dynamically allocate frequency bands to the user equipment based on the received radio resource management parameter that relates to load information of the neighboring cell.
