<P>PROBLEM TO BE SOLVED: To provide a mugwort-treated liquid acquired by treating mugwort by a simple method, capable of showing sufficiently a medical effect of the mugwort. <P>SOLUTION: The mugwort-treated liquid is acquired by adding citric acid into a liquid formed by adding caustic potash aqueous solution having PH of ≥12 to a leaf of the mugwort, to thereby adjust PH to 6-7.
