<P>PROBLEM TO BE SOLVED: To provide a microprocessor allowing rewriting without increasing the number of terminals: a method for prohibiting rewrite in a flash ROM by turning security bits on does not allow rewiring to the flash ROM a method allowing rewrite when a release key is input requires dedicated terminals for release key input so that the number of terminals increases. <P>SOLUTION: Terminals for inputting a release key when reset signals are activated are set among input terminals. Data applied to the terminals is compared to the release key and the result of comparison is stored when the reset signals have changed to be inactive. Permission or prohibition of operations in a debug part is controlled with the stored signals.
