PROBLEM TO BE SOLVED: To reduce becoming incomplete of display when displaying content constituted by linking a plurality of files.

SOLUTION: An input unit 10 included in content distribution apparatus 1 inputs content constituted by a plurality of element files. A creation unit 20 divides the plurality of element files into a group of each of element files which defines the same element file as link source, and creates a group configuration file 21 representing that each of element files belongs to which group. A distribution unit 30 sequentially distributes the group configuration file 21 and each of element files. A content distribution receiving apparatus monitors reception state of each of element files while referring the group configuration file 21 and displays one element file when receiving the one element file and all of element files which are link destinations of the one element file.
