<P>PROBLEM TO BE SOLVED: To achieve an increase in speed of entire processing from generation of a basic image to reduction thereof in an image processing apparatus for generating an image (basic image) based on a program document to generate thumbnails. <P>SOLUTION: An interpreter section 201 interprets a program document. An RIP 202 generates a basic image by a predetermined resolution. A reduced image generation section 203 generates a thumbnail image in which the basic image is reduced using a predetermined reduction system. An estimated processing time calculation section 204 calculates an estimated processing time for generating a thumbnail image from a program document based on a feature amount extracted from the program document, a resolution and the reduction system. A resolution change section 206 changes the resolution to be smaller when the estimated processing time is more than the threshold thereof.
