A method, a device and a system for implementing an emergency message are provided. The method involves that a Proxy Call Session Control Function (P-CSCF) (80) receives a message request sent by a user equipment, and estimates whether the message request is an emergency message, and sends the message request to an Emergency Call Session Control Function (E-CSCF) (82) in the current network; the E-CSCF (82) obtains the Emergency Short-message Centre (E-SC) identifier of the current network and the Public Safety Answering Point (PSAP) (86) address of the current network; the E-CSCF (82) transforms the message request to a short message request and sends the short message request, where in, the called identifier of the short message request is the PSAP (86) address, and the short message centre identifier of the short message request is the E-SC identifier. With the invention, the emergency message can be processed in the current network and the appropriate PSAP can be allocated to the user.
