PURPOSE: A device for managing a network topology in an IP network and method thereof are provided to control topology between many functional blocks in PCRF. CONSTITUTION: A topology information control unit(202) updates the topology information which is received from an PCEF(Policy and Charging Enforcement Function) connection unit. The topology information control unit transmits an topology update event by buffering the event. A topology DB(203) stores the updated topology information from the topology information control unit. An AF(Application Function) connection unit(204) read new topology information from the topology DB according to the updated topology event which is received from the topology information control unit. The AF connection unit updates itself topology information.
