In the hybrid scheme, user equipment (UE) can be allocated different resource blocks in different transmission intervals based on the frequency hopping model. The first transmission of new packets can be sent in resource blocks defined based on the frequency hopping model. Retransmissions of each packet can be sent in a resource block used for the first packet transmission.
